Are police in poor neighborhoods, actually policing the community or are they just occupying territory?

That is the kind of police we need. However those days seem to have come and gone. It would be nice to have more officers on the police force to do that kind of policing but we would need citizens that do not despise the cops but rather embrace them. The cops of today are going form call to call and do not get a chance to do what they did back in the day (as you describe).
